Columbus - 
State Senator Bill Beagle (R- Tipp City) announced the Ohio Senate has voted to approve Senate Bill 5, landmark legislation that reforms Ohio's collective bargaining laws to provide greater transparency and give state and local government the tools to more effectively manage their personnel and costs. Ohio's Collective Bargaining Law was first enacted in 1983 and has remained relatively unchanged since. "In these tough economic times, government needs to be able to adapt in order to meet the needs of its citizens, and Senate Bill 5 gives state and local government the flexibility they need to make the best use of their limited resources," Beagle said. SB 5 preserves the ability of public employees to collectively bargain, but specifies that they may negotiate only on issues related to wages, hours and terms and conditions of employment. It also creates a new dispute resolution process for public employees and gives state and local governments more flexibility over their budgets during fiscal emergencies. Having passed the Senate, SB 5 now moves to the Ohio House for further consideration.
