Senate Passes Landis Bill Authorizing Sale of State Land in Dover

COLUMBUS—The Ohio Senate passed Senate Bill 217 sponsored by State Senator Al Landis (R-Dover) which authorizes the conveyance of state-owned land. 

The bill includes 14 land conveyances of state owned land across Ohio. A land conveyance bill allows the purchase of state owned real estate by specifying the terms of a subsequent conveyance. Included in this bill is land adjacent to the Dover Armory valued at over $700,000. The property, administered by the Ohio Adjutant General's Department, is intended to be sold through auction.

“As businesses continue to see the value of operating in Tuscarawas county, land will remain at a premium,” said Senator Landis. “This land conveyance provides an opportunity for growth in the heart of Dover while also ensuring the state receives a return on its sale of the land. I'm grateful to see this bill pass through the Senate and look forward to the positive effect it will have in Dover and other areas of the state."

As a general rule, state agencies do not own the real estate under their jurisdiction; the real estate is owned by the state of Ohio. Most of the state agencies, therefore, do not have the authority to convey real estate. A land conveyance bill from the Ohio General Assembly proposes uncodified law that authorizes a state official to convey state-owned real estate specified in the bill.
