Gavarone Introduces Legislation To Protect Children's Independence
COLUMBUS— State Senator Theresa Gavarone (R-Bowling Green) has introduced Senate Bill 277, legislation which would give parents more freedom to allow their children to explore, play, and learn independence without fear of being investigated.
“In Ohio and across the country, there have been instances where Child Protective Services was called on parents, not because of abuse or neglect, but simply because their children were walking to school, riding their bikes, or playing outside on their own,” said Senator Gavarone. “There is a growing problem of adolescents entering adulthood without the skills to navigate it successfully. Children need opportunities to make decisions, build responsibility, and develop confidence—and parents should be able to guide that growth without fear of being reported.”
Senate Bill 277 clarifies that children should not be considered abused or neglected solely for participating in independent activities, as long as the activities are safe and appropriate for the child’s age, maturity, and abilities. Examples include walking or biking to school or stores, playing outside, staying home alone for short periods of time, and other similar activities.
“Independence is a skill, and skills are learned by practicing,” Senator Gavarone added. “We want to protect children from real harm, but we also want to protect families from unnecessary interventions when children are simply exploring the world around them in safe ways.”
Senate Bill 277 has been referred to Judiciary Committee for further consideration.
