Senate Concurs on Blessing Bill Simplifying Health Insurance Payments
COLUMBUS—The Ohio General Assembly passed Senate Bill 162 last week, sponsored by State Senator Louis Blessing III (R-Colerain Township), which simplifies the timing for health insurers in Ohio to correct overpayments on claims without creating financial uncertainty.
"This legislation strikes an important balance, shielding providers from perpetual financial uncertainty while also preserving the ability of health insurance companies to rectify genuine overpayments in a timely and transparent manner," said Senator Blessing. "By giving confidence to providers and retaining the ability for payers to correct errors, this legislation increases stability, fairness, and accountability in the industry."
Currently, after a claim is processed, insurers have two years to retroactively deny payment, also called a takeback. SB 162 aims to create greater transparency and less disruption for health care providers by setting a 12-month timeframe for insurers to audit and takeback paid claims while also extending the appeal period for providers from 30 days to 60 days. The bill also requires an electronic notification to be given when available, allowing health care workers more time to focus on patient care.
Receiving unanimous support in both chambers, the bill was sent to Governor DeWine for his signature.
