State Controlling Board Paves the Way for School Facility Funding
Nearly $25 Million Approved to North Ridgeville City School District through Expedited Local Partnership Program

COLUMBUS—State Senator Nathan Manning (R-North Ridgeville) this week announced that the State Controlling Board has approved funding for the Expedited Local Partnership Program (ELPP) master facilities plans for seven school districts. Of that, North Ridgeville City School District, Lorain County, was approved for $24,675,830.
"It is great news that North Ridgeville will receive the needed credit to push forward with important projects that will promote better outcomes in the classroom," said Senator Manning. "When it comes to our students and school facilities, we must not delay in allocating resources to provide the best education possible."
ELPP is designed to give districts not yet participating in the Classroom Facilities Assistance Program (CFAP) the opportunity to move ahead with portions of their project.
The program allows school districts to pass a resolution requesting to enter ELPP. The Commission performs an assessment of the district's facilities and enters into an agreement with the district on a Facility Master Plan outlines the needs of the district.
The district then chooses a "distinct portion" of their Master Plan to fund through local efforts. When the district's turn later arises in the Classroom Facilities Assistance Program, the money spent by the district on the distinct portion is credited against the local share of the entire Master Plan project.
CFAP takes a comprehensive approach with local districts by addressing the entire facility needs of a district from kindergarten through 12th grade.
Districts wishing to participate in ELPP must submit both the Program Application and the Resolution to Participate. For more information, click here.
