Ohio Senate Passes Manchester Bill To Create Farm Bureau Health Plan

COLUMBUS—The Ohio Senate unanimously passed Senate Bill 100 today, sponsored by State Senator Susan Manchester (R-Waynesfield). SB 100 creates the opportunity for members of the Ohio Farm Bureau, who are seeking healthcare coverage, to enroll in a more affordable healthcare coverage plan.
Agriculture is Ohio’s largest industry, employing over 1.6 million people in the state, equaling one in eight Ohioans tied to food production. Many of Ohio’s farmers seek off-the-farm employment to obtain health care coverage for themselves and their families. SB 100 aims to provide another option for the 678,000 Ohioans who are without an affordable healthcare coverage option.
The Farm Bureau Health Plan is exempt from regulation and not subject to Affordable Care Act (ACA) guidelines, but enrollees maintain consumer protections and options to seek recourse if necessary. The Farm Bureau is required to disclaim that the Health Plan is not insurance, allowing for full transparency between the Farm Bureau and the consumer, ensuring that the consumer chooses the health care plan that is best suited for them.
“I grew up on my family’s farm in Auglaize County, and I am proud to represent the number one agricultural district in our state,” said Senator Manchester. “It is my priority to protect Ohio’s agricultural heritage and Ohio’s farmers. Through the option of the Farm Bureau Health Plan, farmers can guarantee the best healthcare benefit coverage for themselves and their families.”
The bill now heads to the Ohio House for further consideration. The bill's progress can be followed here.
