Senate Passes Manchester Bill Addressing Staffing Shortages for Healthcare Facilities
COLUMBUS—The Ohio Senate unanimously passed Senate Bill 423, sponsored by State Senator Susan Manchester (R-Waynesfield) to address healthcare staffing shortages.
After being voted out of the Senate Health Committee, the bill was presented on the senate floor today.
SB 423 establishes standards for independent healthcare professionals to utilize technology-based platforms to connect with nursing homes and other facilities facing staffing shortages.
"I'm grateful my colleagues recognized the importance of making sure Ohioans have access to proper care all across the state," said Senator Manchester. "This legislation empowers both independent healthcare professionals and healthcare facilities like nursing homes with increased access to quality care when they're facing staffing shortages."
Technology-based workforce platforms are already a widely used tool. SB 423 aids these platforms in establishing a clear, consistent, and protective framework. The legislation also sets criteria for platforms and professionals to abide by in order to be considered 1099 independent contractors and not an employee.
"Access to quality healthcare is necessary for Ohioans to flourish," Senator Manchester said. "In a time where both facilities and healthcare professionals face mounting pressure, this bill provides flexibility and clarity, and I'd urge the House to join the Senate in passing this important legislation as well."
