Senator Manchester Introduces Bill Creating Standards for High Quality Youth Programs

COLUMBUS—State Senator Susan Manchester (R-Waynesfield) presented sponsor testimony before the Senate Education Committee this week on Senate Bill 400 which establishes standards and support for high quality youth programs in Ohio.

"Youth development programs play a pivotal role in supporting students both inside and outside the classroom," said Senator Manchester. "This legislation creates a formal designation to recognize those programs and ensure strong safety standards, sound financial practices and measurable outcomes. The bill supports proven programs and bolsters communities confidence in the organizations serving and supporting the growth and success of Ohio’s Youth."

Senate Bill 400 authorizes a youth program, or group of affiliated programs represented by a statewide organization, to apply to the Director of Education and Workforce for designation as a high-quality youth development program. Before receiving a designation, the program must demonstrate to the Director that it satisfies the following criteria of eligibility: 

  • The ability to document measurable outcomes for participating youth.
  • Compliance with federal, state, and local safety laws, along with documented safety assessments and staff/volunteer screening protocols.
  • Exhibiting financial soundness and accountability, through audited financial statements, independent financial reviews and responsibility of public funds.
  • Evidence-based programming focused on academic success, healthy lifestyles, and future readiness for youth administrated by qualified staff.
  • A demonstrated history of operating year-round programming for students in grades K– 12 across multiple counties in Ohio.
  • Adequate and sufficient program operation in one or more facilities with consistent hours of operation.
  • Active partnerships with local communities and engagement with families.
