Johnson Announces Legislation Providing Support and Flexibility to Ohio's Schools Signed by Governor

COLUMBUS—State Senator Terry Johnson (R-McDermott) announced today Governor Mike DeWine signed House Bill 164 into law, which would increase flexibility for Ohio schools in the wake of COVID-19 as they approach the 2020-21 school year.

House Bill 164 also provides additional funding for school districts with one or more power plants in their territory that experienced at least a 10% decrease in their taxable value between 2017-18 or 2019-20. Districts that are affected include Manchester, New Richmond, U.S. Grant and Felicity Franklin. "I am incredibly pleased that we have been able to pass important legislation to help our school districts recover from funds lost due to power plant closures" Johnson said. "Additionally, this bill will help prepare schools across Ohio for the upcoming year in the wake of COVID-19." Additions to House Bill 164 include additional funding from the Ohio Department of Education to each school district based on its combined state foundation aid and the federal CARES Act School Emergency Relief Fund. The bill also would allow the governing body of a public school to adopt a remote learning model for the 2020-21 school year. House Bill 164, passed out of the Ohio House of Representatives on June 11, 2020, after House members concurred with Senate amendments made to the bill. The Ohio Senate had previously passed House Bill 164 by a unanimous vote on June 10, 2020.
