Senator Cutrona Submits Bill for Introduction to Restrict the Use of Flock Cameras

State Senator Al Cutrona's (R-Canfield) submitted legislation to the Senate Clerk's office that will restrict the use of Automated License Plate Readers (ALPRs) by third parties and bad actors. 

“The rights of Ohio's citizens and their safety must be the highest priority as the legislature evaluates this new technology," said Senator Cutrona. “I know this legislation will enact proper mechanisms so these programs are able to serve everyone in the Valley and Eastern Ohio."

Among the proposed regulations in the legislation are the following:

• 10-day data storage window, then mandatory deletion.
• Illegal to sell collected data to a 3rd party, any individual caught doing so will face a 4th degree felony.
• Requires local governments and law enforcement agencies operating ALPRs to adopt policies and standards for accessing and using the information collected.
• Local governments and law enforcement agencies must submit an annual report to the Attorney General's office regarding practices and usage. The AG must then submit a report to the legislature each year detailing its findings.

The bill has been submitted to the Senate Clerk's office. Pending formal introduction, the bill will be assigned to a Senate committee for further consideration.
